Russia faces a growing international outcry over its arms sales to Syria but shows no sign of bowing to pressure and has even increased deliveries of arms that critics say are helping keep President Bashar al-Assad in power.

The biggest importer of arms to Syria, Russia sold Damascus nearly $1 billion worth of arms including missile systems last year, while shipments of hard-to-track Russian small weapons have risen since the uprising against Assad started, government defectors say.

A Russian ship that made an unscheduled stop in Cyprus while carrying tons of arms to Syria was technically violating an EU embargo on such shipments, say Cypriot officials.

The vessel, however, was allowed to continue its journey Wednesday after changing its destination.

The cargo ship, owned by St. Petersburg-based Westberg Ltd., left the Russian port on Dec. 9 for Turkey and Syria, which is 65 miles (105 kilometers) east of Cyprus, the officials said.

But The Wall Street Journal reports that loopholes in the legislation will allow European energy companies to continue oil operations in Syria. In short, the EU will embargo direct imports of Syrian crude oil, but permit European energy companies to continue producing and developing Syrian gas and oil.
